LTFRB-NCR releases guidelines for online hearing under lockdown
In accordance with its mandate to uphold the law and protocols set to curb Covid-19, the Land Transportation Franchising and Regulatory Board (LTFRB) has released the guidelines for the implementation of online hearing.
The Memorandum Circular (MC) 2020-069—also known as the "Guidelines in the Conduct of On-line Hearing During Community Quarantine"—will cover the Central Office and the National Capital Region (NCR).
Such order is in accordance with the directive of the Department of Transportation (DOTr) Secretary Arthur Tugade to utilize ng technology-driven initiatives to deliver fast, orderly, safe and reliable service to ensure physical distancing while Metro Manila is under community quarantine.
Based on the guidelines, the contact details of the operator, applicant, or complainant shall mandatory submit the contact details for the complaint.
Below are the contact details that need to be submitted before the LTFRB-Information Systems Management Division (ISMD):
- Active personal email address;
- Contact number (mobile); and
- Case number application.
The LTFRB also stated in the memorandum that the contact details must be active as it will be the primary and long-term line of communication that the agency will use to process the case.
The guidelines under the memorandum circular shall cover pending cases, complaints, en banc, and apprehension that are being heard before and during the community quarantine.
Further, the regulator noted that there will be no walk-in request, transaction or inquiry that shall be done physically. The preferred modes are via the LTFRB’s hotline number, email address, and social media account that was provided in the government website (ltfrb.gov.ph).
For other transactions, applicants may go to LTFRB-NCR Public Transport Online Processing System (PTOPS) at https://ncr-ltfrb.pisopay.com.ph/en. It was last June when the agency, as well as the Land Transportation Office, started using PTOPS, which is the system that allows transactions to be made online.
In partnership with PISOPAY.COM, the agencies concerned eye to make transactions faster and more convenient while physical distancing protocols with the said program.
