LTO e-driver's license to boost digitalization thrust
The Land Transportation Office (LTO) announced that it will be issuing electronic driver’s licenses (e-DL) as a part of its efforts toward digitalization.

According to the LTO, some 5,000 copies of license cards will arrive before July 24.Per the agency, the e-DL will serve as an alternative to the physical license, which means that its holders will have the same privileges and responsibilities as if they were with their actual driver’s license cards.
“[The> e-DL is a valid, secure, and an alternative form of authorization for persons operating motor vehicles. We are launching this as part of the agency’s digitalization,” LTO Officer-in-Charge Assistant Secretary Hector Villacorta said.
On that note, an apprehended driver may present his or her eDL to an LTO officer.
Upon presentation of the e-DL, a driver will be required to show the electronic license by accessing one’s Land Transportation Management System portal account as LTO officers are instructed not to accept screenshots and photographs of one’s eDL.
Refusal or failure to present an e-⁰0DL through the abovementioned means will be recognized as a violation of failure to carry a driver’s license.
LTO said that the implementation of e-DL will be on July 26.
While e-DL appear to be a convenient way of accessing one’s driver’s license, LTO seems to have no plans of replacing the physical card. In fact, the agency announced recently that some 5,000 copies of license cards will arrive before July 24.
In a separate press release, Villacorta said that the LTO expects Banner Plasticard, Inc. to produce 15,000 to 30,000 cards daily within 10 days as part of its commitment to deliver one million cards in the next 60 days.
“Just maybe 5,000 copies. The paper will surely be out of date because the production of license cards will start with 15,000 to 30,000 plastic cards a day within 10 days and the promise is within 60 days they can make one million plastic cards so the issue of lack of supply for plastic cards will be history,” Villacorta noted.
