LTO opens new central command center and app to address accidents and crimes

The C3 will help in surveillance monitoring, coordination, and alarm monitoring, while the Citisend app provides a direct line of communication to the LTO for motorists and road users for reportorial purposes.During the inauguration ceremony, Department of Transportation (DOTr) Secretary Arthur Tugade said that the LTO C3 and the Citisend app will give users a direct line of communication to the LTO, noting the department’s stand on road safety.
“There is no substitute to safety. Itong instrumento na ito ay isang magandang system kung saan makakatulong ito sa pagganap at pagbago ng safety sa ating mga kalsada (This instrument is a great system that can performance and safety on our roads),” Tugade said.
In a statement, the DOTr said that the LTO C3 will serve as the central nerve system of the agency’s Operations and Law Enforcement Service in which the surveillance monitoring, coordination and alarm monitoring shall be performed in accordance with the agency’s mandate under Republic Act (RA) 4136 (which is also known as the Land Transportation and Traffic Code).
DOTr Undersecretary for Road Transport and Infrastructure Mark Steven Pastor said the LTO C3 will help reduce road crashes, and motor vehicle-related crimes.
The department shared that the newly inaugurated command center will be the joint LTO and Philippine National Police (PNP) Operations and Control Center in compliance with RA 10883 (New Anti-Carnapping Act of 2016); and RA 11235 (Motorcycle Crime Prevention Act or more commonly-known as Doble Plaka Law).
Further, LTO Assistant Secretary Edgar Galvante underscored the importance of the establishment of C3, saying that the project “is one of the flagship programs that the LTO has dared to pursue and was built to empower each and every road user.”
