Motorcycle registrations to be valid for 3 years starting mid-May
Vehicle registration for brand-new motorcycles shall soon be valid for three years, the Land Transportation Office (LTO) announced.

The LTO said that around two million motorcycle owners are to benefit from the new policy.In a statement, the agency said that the new policy will also cover motorcycles with engine displacement of 200 cubic capacity (cc). It shall take effect by May 15, 2023.
Based on the existing rules under Republic Acts (RA) 4136 and 11032, motorcycles with displacement of 201 cc and above are given the three-year validity for the initial registration, while those with smaller engine displacements can only have a one-year vehicle registration.
"It is hereby directed that initial registration of brand-new motorcycles with engine displacement of 200cc and below shall be valid for three (3) years," the Memorandum Circular JMT-2023-2395 stated.
"It is understood that the MVUC to be collected during the initial registration shall likewise be adjusted to cover the corresponding registration validity period," it added.
LTO Chief Jose Arturo Tugade said that the new policy is set to help more drivers in registering their vehicles.
“Hindi natin nakikita na magkakaroon ng problema sa roadworthiness ng mga motorsiklong may tatlong taong rehistro dahil ang mga ito naman ay bagong sasakyan (we do not see that there will be a problem with the roadworthiness of motorcycles with three-year registrations because they are new vehicles)," Tugade said.
"Naniniwala kami sa LTO na ang hakbang na ito ay makakatulong sa maraming drayber na nagpapa-rehistro ng bagong motorsiklo para magamit sa kanilang hanapbuhay o trabaho (we at the LTO believe that this step will help many drivers who are registering a new motorcycle for use in their profession or work)," he added.
The LTO said that around two million motorcycle owners are to benefit from the new policy for 2023 alone.

Magpapatuloy po ang mga pag-aaral sa mga umiiral na polisiya at panuntunan at kung kailangang baguhin tungo sa ikagaganda ng sistema ay handa po kaming gawin ito (This is proof that your LTO listens to the suggestions of the public that directly transacts with the agency. Studies will continue on the existing policies and rules and if it is necessary to change for the betterment of the system, we are ready to do it)," the official noted.
