MPT South tells riders sub-400cc motorcycle still prohibited on expressways
Metro Pacific Tollways South (MPT South) reminded riders that motorcycles with an engine displacement of below 400cc are still not allowed inside its expressways.

The law that sub-400cc motorcycle riders violated for entering the expressway is Republic Act 2000.The tollway operator of the Manila-Cavite Expressway (CAVITEX), CAVITEX C5 Link segment, and the Cavite-Laguna Expressway (CALAX), issued the reminder after citing the rise of violations against Republic Act 2000 (also known as the Limited Access Highway Act).
MPT South said last month (January 1-31, 2023), 273 motorcycle riders were flagged down by security patrolmen manning CAVITEX entry points — a 295-percent increase compared to the 69 riders recorded from the same period in 2022.
According to MPT South, 83 percent of the total volume of riders cited that they got lost — despite the “Prohibited on Expressway” signages installed at every entry point.
"Motorcycle usage experienced an uptick in 2020 when our country succumbed to the Covid-19 pandemic, and we do recognize the benefits that this development has brought — both in ride-sharing and logistics services. A reminder to our motorcycle community that CAVITEX and CALAX are declared by the DOTr (Department of Transportation) through their Department Order (D.O) 2007-15 DESIGNATION AND DECLARATION OF ALL EXPRESSWAYS AS LIMITED ACCESS FACILITIES, and as such will only allow motorcycles 400cc and above. Expressways are high-speed road facilities, and we aim for all our motorists to be safe while using our network of toll roads, we encourage them to follow the signs and speed limits,” MPT South President Raul Ignacio said.
Further, the toll operator urged motorcycle riders — especially those with engines that are below 400cc to switch its GPS navigation app “two-wheeler’ or “motorcycle” to avoid getting directions of passing through different expressways going to the destination.
“Aside from intensifying our security and traffic operations, we will continue to reach and educate drivers through our 'Drayberks' road safety seminar that will roll out in selected communities of NCR (National Capital Region) and CALABARZON (Batangas, Cavite, Laguna, Quezon, and Rizal) this Q1 of 2023," Ignacio added.
To note, the Drayberks social advocacy educates motorists on road safety and shares knowledge pertaining to RA 2000. Since 2018, Drayberks continues to tap key stakeholders and transport groups to share important reminders to motorists on safety behind wheels.
Aside from sub-400 motorcycles, MPT South shared that tricycles, bicycles, overloaded, oversized, and dilapidated vehicles, and pedestrians are not allowed to enter the toll plazas. Any violators shall be apprehended.
