Valenzuela City to Implement No-Contact Apprehension
The Valenzuela City government will have a stricter implementation of road rules and regulations against motorists as it is set to start the No-Contact Apprehension Program (NCAP).
Starting September 16, motorists who fail to comply with road rules and regulations as caught on camera will receive a Notice of Violation.
The NCAP is based on City Ordinance 572 Series of 2019, as amended by City Ordinance 587 series of 2019.
The notice will state the type of Violation made, the location and time that it was committed, and a photo of the violation.
Aside from that, it will note the online link of the video of the said Violation.
The local program will use the Land Transportation Office's (LTO) Motor Vehicle Registration ALERT System.
The suspected violator may immediately pay the fine for their respective violation or contest it--both within five days.
Ignoring the notice will lead to the alarm of the vehicle in the LTO.
The Valenzuela City government noted that those who would contest their violation should be under the following circumstances:
- vehicle used in the violation was carnapped;
- vehicle was not used by owner when the violation was committed;
- vehicle was already sold to another owner; or
- an emergency.
The local government unit also clarified that the during the instance when the vehicle was both caught on camera and by the traffic enforcer, the violator shall only pay the corresponding fine for the said violation.
Violators may pay the fine using the following options:
- any United Coconut Planters Bank (UCPB); or
- Redemption Office of the Traffic Management Office of Valenzuela City under the City External Services Office (CESO).
Beneficiaries of the fund will serve as trust fund for poor hemodialysis patients of the city.
