Villacorta is now LTO OIC
Starting today, Atty. Hector Villacorta will serve as the officer-in-charge (OIC) for the Land Transportation Office (LTO) — taking over the position recently vacated Jose Arturo Tugade.

Villacorta will be the LTO OIC until President Ferdinand Marcos Jr. appoints a permanent LTO chief.Department of Transportation (DOTr) Secretary Jaime Bautista gave the concurrent DOTr Assistant Secretary for Communications and Commuter Affairs the opportunity to lead the agency while waiting for the appointment of President Ferdinand Marcos Jr.
During the handover ceremonies, the younger Tugade (son of former Transportation secretary Arthur Tugade) noted the accomplishments of the agency that include the policies pertaining to digitalization and the lowering fees, among others.
“Today as I turnover the agency with the very capable and competent Atty. Villacorta, I turnover the agency not with dreams but with real and tangible programs, policies and accomplishments and I challenged my successor to continue and add to the many reforms that we have already started here in our agency,” Tugade said.
For his part, Villacorta guaranteed that the LTO will continue with its mandate in providing excellent service to the Filipino people by focusing on critical issues, including the issuance of driver's license and vehicle plates.
"This is not just a transition, but a continuation of the efforts done by the LTO all these many decades," Villacorta was quoted as saying.
"We give you an institution where personalities may change but we will carry on. With the dawn in this office, we will never forget those who helped through the night," he added.
It can be recalled the previous LTO chief resigned from his post citing the “varying methods” that the LTO and DOTr are implementing in serving the public.
“For this reason, I am stepping down, so Secretary Jimmy Bautista will have the free hand to choose who he can work best with,” Tugade explained.
